West Side Paving & Drainage Improvement Project

  1. Preliminary Engineering

Update 10/23/2023: In May of 2023, the City contracted with Halff, an engineering firm, to carry out additional drainage modeling for the West Side Paving & Drainage Project. Halff presented a recap of project history and preliminary drainage modeling findings to council on August 13. Halff is expected to return for an update presentation to Council on November 13.

Update 1/31/2023: Cobb, Fendley and Associates, Inc. continues to work on finalizing the Preliminary Engineering Report with an estimated completion of March 2023. Cobb Fendley will be providing an update to City Council regarding the progress on further investigation into additional underground detention at optimal locations on Monday, February 13. More information to follow. 

Update 12/5/2022: Cobb, Fendley and Associates, Inc. continues to work on additional modeling of the storm sewer system on the west side.  The work includes completing geotechnical work along the property between the railroad easement and West U city limits from Bissonnet to Brays Bayou, as well as options for additional underground detention at optimal locations Cobb Fendley will be providing an update to City Council regarding the progress on Monday, December 12. More information to follow.

Update 5/12/2022: Starting Monday May 16, Geotest Engineering Inc. will be performing geotechnical work along property between the railroad easement and CenterPoint easement between Bellaire Blvd and Brays Bayou.  The work involves gathering soil samples as part of the on-going work involved in the preliminary engineering for the proposed Westside drainage improvements.  This portion of work will not affect West U residents.

Once this work is completed, the crews will move north to gather additional soil samples between the railroad easement and rear property/fence lines along Community Drive between Bissonnet and Bellaire Blvd.  The contractor will not require access to rear yards unless absolutely necessary, in which case individual property owners will be notified ahead of time.  This work is scheduled to be completed by Friday, May 20.

It will be necessary to clear vegetation ahead of Monday’s work along the rear property/fence lines along Community.  Crews will be out starting Friday May 13 to complete the clearing needed.   Crews have been advised to exercise discretion near private properties to avoid unnecessary damage.

Update 2/11/2022: Progress on this project continues to be delayed while staff continue reviewing alignment options produced by the model completed by Cobb-Fendley.  Due to all the technical information required to run the model, it requires the review of information in a series of steps from multiple project staff.  Review is anticipated to be completed by the end of February to prepare for the next City Council workshop in March/April 2022.

Update 11/5/2021: Cobb Fendley continues to work on the preliminary engineering report for this project.  Progress was delayed due to discussions that would involve a potential new alignment for underground pipes.  Staff and Cobb-Fendley continue to explore the new alignment options and will be completing further modeling and a feasibility study.  The scheduled workshop with Council originally scheduled in December has been rescheduled for early 2022.   More details to follow.

Update 7/16/2021: Cobb Fendley has completed all field surveying and working on completing the draft of the Geotechnical report.  Project staff will be presenting preliminary findings and providing a project update at the first of three workshops with City Council on Monday July 26 at 6:00 pm.  Those interested in wanting to know more about the project are encouraged to attend the workshop.

Update 5/6/2021: Cobb, Fendley and Associates, Inc. continues to perform the preliminary engineering of drainage improvements and are approximately 50% completed with survey activities. CobbFendley will begin work along the shared drainage easement between West U and Southside Place in approximately 2-4 weeks.

Update 4/16/2021: Cobb, Fendley and Associates, Inc. continues to perform the preliminary engineering of drainage improvements along the shared drainage easement between West U and Southside Place. This includes an upcoming evaluation of the existing storm sewer system located in an easement on properties at the end of the 3800 block of the following streets: University Blvd, Swarthmore, Case, Byron, Oberlin, Villanova, Marquette, Southwestern, Riley, and Ruskin. The evaluation will assess the feasibility for the rehabilitation, reconstruction or rerouting of this storm sewer. Residents that have property in this easement will be receiving a letter requesting permission to enter the property. If  you receive this letter please complete and return it at your earliest convenience.

 UPDATE 1/29/2021: The City of West University Place has initiated the preliminary engineering of the streets and drainage improvements in West U. The City has contracted with Cobb, Fendley and Associates Inc., to perform the initial phase of surveying and performing geotechnical work sampling on the west side of town. Residents may notice utility line location paint in their yards or sidewalks.  Work will begin February 3rd on Community Dr. and progress east towards Auden St. and will take approximately 3 months to complete.
