Facilities Master Plan
The City Council approved the Facilities Master Plan at their June 27, 2022, City Council meeting which identified the long-term location for city facilities to serve our residents.
With some City facilities dating back to the 1940s and 1950s, City Council and staff wanted to ensure facilities were making optimal use of their space and are capable of meeting current and future demand prior to expending public funds to complete necessary repairs and updates. Factors such as the increasing cost of land in the area, changes in local government and public service practices (such as innovations in technology), and the risk of severe weather underscore the need for a guiding plan for public facilities.

- Public Works Facility (Phase I)
- Community building/senior center/library(Phase II)
- City Hall & Public Safety Building (Phases III & IV)
Phase One is a new Public Works Maintenance Facility located on city-owned property outside of West U, which allows for the existing site in the Civic Center to be repurposed for public use. The new Public Works Facility will house the following divisions: Operations, Water & Sewer, Solid Waste, Traffic, Facility Maintenance, Fleet Maintenance, and Parks Maintenance.
Located on property near Westpark Dr and Dincans St., this new 17,360 square foot facility will allow the City to increase its operational capacity to meet future demand. For more information, visit the Phase One project page.
Phase Two will construct a new community building, senior center and library on the site of the existing Public Works Facility in the Civic Center.
On February 26, 2024, City Council approved an agreement with Pierce Goodwin Alexander & Linville (PGAL) for the following services:
- Design for a new community building, senior center, and library,
- Urban design for possible improvements to the Civic Center area, and
- Design for repurposing the existing space occupied by Parks Maintenance at the West U Recreation Center when this division relocates to the new Public Works Facility.
During the design process, there will be a robust community engagement process to solicit public feedback on the function of the facilities, the Civic Center area and the Recreation Center.

Future phases include Phases Three and Four. Amended in November 2024, the Facilities Master Plan now plans for a new city hall building in Phase II and proposes two options to renovate the existing City Hall into a Public Safety Building to house Police and Fire services.
Phase Three involves constructing a city hall to be located on the current site of the library, community building and senior center at the corner of Auden St. and Rice Blvd. Here, city services such as City Administration, Utility Billing, Municipal Court, and Community Development will be relocated into one facility allowing residents and customers more efficient access to these services.
Phase Four will include renovation of the existing City Hall into a Public Safety Building to provide needed operational space for the Police Department and Fire Department.

Project Timeline
In 2024, staff and the architects, Pierce Goodwin Alexander & Linville (PGAL), are on track to complete permitting process with the City of Houston in Spring 2024. This year will also focus on the design of a new Civic Center featuring a new Community Building, Senior Center, and Library. This design process will build off feedback from the community since 2022 and will include more opportunities for residents to submit feedback on the sign of this important civic space.
February 26, 2024 - City Council approved a design contract with PGAL for the design of a community building/senior center/ and library. PGAL also presented a project update for the Public Works Facility and presented options for the building's exterior building finish.
November 11, 2024 - City Council approved amending the Adopted 2022 Facilites Master Plan to include a new city hall building in Phase III and a public safety building in Phase IV.
May 22, 2023 - Public Works Facility architects PGAL held a design update before City Council following a 6-month-long replating delay from the City of Houston's permits office. This update also featured examples of different exterior elevation concepts to solicit Feeback regarding the exterior look of the building.
November 6, 2023 - City staff and PGAL began the permitting process for construction documents for the Public Work's Facility with estimation completion in Spring 2024.
December 04, 2023 - PGAL provided an update to city council regarding exterior building finishes, including color and material of the building. Council also considered options for the building's roof design and ultimately decided on having a sloped roof.
January 31, 2022 - Council held a Special Council Meeting focused on different identified concepts to narrow down options for the Master Plan.
February 28th, 2022 - Council held a workshop to identify final concepts for the Master Plan.
April, 2022 - City staff, along with PGAL, held two Town Halls to solicit feedback from residents on the following dates:
- Tuesday, April 5 from 6:30-8:30 pm at the Community Building
- Thursday, April 7 from 11:00-1:00 pm at City Hall
April 25, 2022 - Council held a workshop to finalize the locations and planned sequencing of implementation of the Master Plan.
May 9, 2022 - City Council approved a contract to design a new Public Works facility, the first step in implementation of the proposed Master Plan.
June 27, 2022 - City Council reviewed and accepted the final Facilities Master Plan.
July 11, 2022 - City Council held a discussion with the City's architecture consultant on sustainability considerations that could be incorporated into the design of the Public Works Maintenance Facility. Council directed staff and the architect to move forward with energy modeling and preliminary Leadership in Energy and Environmental Design (LEED) consulting for the facility.
August 8, 2022 - City Council approved a budget amendment to amend the PGAL Design contract for the Public Works Maintenance Facility to perform energy modeling and Leadership in Energy and Environmental Design (LEED).
November 7, 2022 - PGAL held a design update before council regarding the design for new Public Works Maintenance Facility and solicited feedback for consideration in finalizing the facility's preliminary design. City Council also awarded a contract to Christensen Building Group for construction manager-at-risk services for the construction of the new facility.
December 13, 2021 - Council held an initial discussion on the Master Plan during their Regular Council Meeting.
