Phase II
Phase Two of the Facility Master Plan involves the design for a civic center which includes a community building/senior center, and library. This phase will begin with an extensive urban planning process that will involve community feedback to determine the overall configuration for the civic center to make efficient use of greenspace, parking, and facility layout.
Results from the urban design process will determine the size, shape, and orientation of these facilities following robust community engagement and feedback. Whether these are different buildings, or a combination of facilities under one roof has yet to be determined and will depend on feedback solicited from the community throughout the design process.
The estimated size for a new Community Building, Senior Center, and Library is approximately 21,000 square feet.
Coinciding with Phase Two, the City will also reevaluate the Recreation Center to optimize existing space to align the facility with current and future community recreational needs. Funding for these improvements are not affiliated with Proposition D of the May 2025 Special Bond Election.

November 12, 2024 - Phase II Progress Town Hall Meeting: A Town Hall meeting was held in the Community Building Auditorium regarding Phase II of the Facilities Master Plan (FMP). Officials from the city and the design team from Pierce Goodwin Alexander & Linville (PGAL) will solicit feedback from attendees regarding renovations to repurpose existing space for recreational purposes within the Recreation Center that will become available after the completion of Phase I.
Following the conclusion of the Recreation Center discussion, PGAL provided updated concepts for Phase II of the FMP (Community Building/ Senior Center, and Library) and showcased potential elevation and floor plans. The City is seeking the community’s feedback on the look and feel of the buildings such as roof options, exterior façade design, and the material make-up of the building.
October 14, 2024 - City Council Meeting on Building Orientation: The West University Place City Council provided feedback regarding different options and priorities related to the general orientation of the Community Building, Senior Center, and Library. During this meeting, PGAL gathered different perspectives on how to balance parking, greenspace, layout of the buildings and other city facilities, and mobility around the Civic Center.
August 12, 2024 - City Council Urban Planning Workshop, The West University Place City Council participated in a Urban Planning Workshop at the Community Building. During this meeting, the City Council further discussed urban planning concepts from Terrain Studio.
June 24, 2024 - City Council Urban Planning Workshop: The West University Place City Council participated in an Urban Planning Workshop at the Community Building. During this meeting, the City Council reviewed the urban planning design concepts from Terrain Studio and provided their feedback.
June 18, 2024 - Urban Planning Concept Review Town Hall: A Town Hall meeting was held to review possible design concepts for the urban planning streetscape from Terrain Studio. During the meeting, the consultants gathered feedback from the community on the proposed concepts. These comments will be incorporated into the options that will be presented to the City Council during the Monday, June 24, 2024, City Council Workshop.
June 4, 2024 - Programming Meeting: A Town Hall meeting was held to inform residents about the current programs offered by the City's Senior Services division and the library services provided by Harris County Library District. Additionally, attendees had the opportunity to provide input on desired programs that are not currently offered. An in-person survey was conducted on household use of the existing facilities and programs, interest in keeping or changing programs from previous surveys, board input, or gathered from town hall participants. Officials from the city and the design team from Pierce Goodwin Alexander & Linville (PGAL) moderated the meeting.
May 14, 2024 - Survey Results Town Hall: A Town Hall was held to present findings from the community Urban Planning Survey conducted. Officials from the city and the design team from Pierce Goodwin Alexander & Linville (PGAL) were present to discuss the survey findings and outline the next steps regarding Phase II of the Facilities Master Plan.
April 17 through May 6, 2024 - Urban Planning Survey: The Urban Planning Survey was an online survey that was available to residents from April 17 through May 6, 2024. Respondents provided feedback on topics such as green space, pedestrian safety, gathering opportunities, and more. A total of 526 surveys were completed.
