Overview
The City Council approved the Facilities Master Plan (FMP) at their June 27, 2022, City Council meeting, which identified the long-term location for city facilities. Phase II of the FMP involves the design and construction of a civic center which includes a community building/senior center, and library and improvements around the site. Proposition D allowed West U voters the opportunity to vote for or against the issuance of bonds for the construction of a new Community Center, Senior Center, and Library Building and Community Open Space improvements in the amount of up to $15,070,000 and the imposition of taxes sufficient to pay the principal of and interest on the bonds.
Proposition D was rejected by a majority of voters. In the coming months, the City Council will discuss the Facilities Master Plan and its future phases.

Based on the issuance of $15.07M in debt over 30 years at a 4.75% interest rate, the average tax bill impact was estimated to be $0.00910 per $100 taxable assessed value (TAV).

**Property tax rates are comprised of two components - the City's debt service rate, and the maintenance and operation rate (M&O). M&O is calculated by what it costs the city to operate services such as Police and Fire protection, staff costs, etc. The City's debt service rate is calculated by the amount of financing needed to fund major capital projects. These two calculations combined set the property tax rate.

Quick Facts
The Community Building was built in 1941 with the Senior Center wing constructed in 1986. The facility received renovations in 2011 to improve areas of the parking lot, ADA access, space for volunteers, and storage needs. This facility currently has 5,971 Sq. Ft. of multi-use space that is used by various departments, programs, and events.
The Library was constructed in 1961, and the city completed ADA renovations and minor cosmetic repairs in 2017. The Library currently has 5,564 Sq. Ft. on the ground floor and mezzanine areas that are used for storage and children's programming.
The estimated size for a new Community Building, Senior Center, and Library is approx. 21,000 Sq., Ft.
