Officers located the vehicle and conducted a high-risk traffic stop. All occupants of the vehicle were detained without incident. The driver, Datavius Elder, and passenger, Samuel Hill, were taken into custody and charged with theft. The driver also had an outstanding felony arrest warrant which was confirmed.
